Due to the COVID-19 pandemic, California received a waiver from the U.S. Department of Education from the requirement to report measures of student progress. The State of California subsequently removed similar state requirements with the passage of Assembly Bill 130. As a result, there will be no state indicators published on the 2021 California School Dashboard (Dashboard), including the College/Career Indicator (CCI). The 2021 CCI reports provide student participation in measures that were determined to be valid and reliable that would have been included in the 2021 Dashboard.


The College/Career Indicator (CCI) is based on the students in the graduation rate. For comprehensive high schools, the combined graduation rate (i.e., current four-year graduation cohort plus fifth year graduates from prior cohort) is used. For Dashboard Alternative School Status (DASS) schools, the DASS grade 12 graduation rate is used. (Note: For local educational agencies [LEAs] serving both comprehensive and DASS high schools, their CCI is based on both the combined graduation rate and DASS graduation rate.)

Each graduating student’s records was evaluated to determine the courses, exams, or seals that the student completed or earned during high school.

The denominator of the combined graduation rate and/or Dashboard Alternative School Status (DASS) graduation rate is used to calculate the percentages, except for the Advanced Placement (AP) and International Baccalaureate (IB) data. For the AP and IB exam data, the denominator is the four-year graduation rate cohort.

  • The following symbols are used throughout this report:

    • A double dash (--) is used when a student group is not represented in the graduation cohort (i.e., the denominator of the student group is zero).
    • A zero (0) is used when there are no students in the numerator of the calculated percentage.

  • An asterisk (*) indicates that the student group consists of 1-10 students which is below the minimum size for any reporting
  • The data by race/ethnicity student groups is mutually exclusive. For the other student groups, the student can be in more than one group.
  • In response to the COVID-19 pandemic, LEAs were provided opportunities to adjust their local policies. One opportunity was through Assembly Bill 104 (2021), which allowed a letter grade to be changed to Pass/Not Pass. Another opportunity was a reporting adjustment for the 2019–20 Career Technical Education (CTE) completion data as detailed in CALPADS Flash #178
